It was just before Christmas, 1980, a month and a half after the U.S. presidential election in which Ronald Reagan defeated Jimmy Carter. I was in my office at the Center for International Affairs (CFIA); now the Weatherhead Center at Harvard University when the phone rang. The caller asked my name, said “Hold please,” and then Jeane Kirkpatrick came on the line. She had just been named a few days earlier by president-elect Reagan as ambassador to the United Nations. “Howard,” she said, “I’m going to be moving to New York soon and I want you to come along, with the rank of ambassador in the U.S. UN mission,1 to deal with the Third World.” It was the phone call that would change my life forever.
