Die ursprüngliche Planung der Luftwaffe sah die Aufstellung von zwei leichten Aufklärungsgeschwadern und vier leichten Jagdbombergeschwadern für die direkte Unterstützung des Heeres auf dem Gefechtsfeld vor.
Zunächst waren es technische Schwierigkeiten, die ein zügiges Erreichen dieses Zieles verhinderten. Hauptsächlich die unzureichende Navigationsanlage verzögerte die geplante Umrüstung und Neuaufstellung der G.91 Geschwader (siehe dazu F-40 Nr. 26 G.91 R.4 >. Nachdem i960 die WaSLw 50 in Erding ihre ersten G.9I erhalten hatte, wurde dort nach dem bewährten Prinzip der Zellteilung am 10. Oktober 1961 das Aufklärungs-geschwader 53 als erster Einsat/verband aufgestellt.
