The report outlines five points at which terrorism can be prevented or countered: (a) long-term efforts to modify the demographic, economic, political, and cultural background of terrorism; (b) prevention at the source, that is, by directly seeking out and disrupting terrorist activities; (c) prevention at the end of the line, by defending known or conceivable targets, such as dams, public buildings, mass assemblages of people; (d) along the way between source and event, by controlling the movements of people and weapons at the national borders and other points of entry; and (e) after an attack, by having in place a response-and-recovery apparatus that will minimize its effects. The following research areas are emphasized: * Understanding the social and behavioral causes and processes underlying the formation and decline of terrorist groups * Understanding and measuring worldwide perspectives on the U.S. * Collective behavior of populations under the threat of danger. * Identifying suspects: ethnic profiling, behavioral profiling, and random identification. * Understanding the organization and funding of terrorist networks. * Assessing the utility of data-mining and other methodologies for reviewing large bodies of information related to terrorism and the threat of future attacks. * Implications of information flow in and across bureaucracies for the detection and prevention of terrorism.
