Americans have tended to view the “Vietnam War” as an essentially American drama. In popular consciousness, these words are as likely to
trigger images of conflict in the U.S. Congress, media, and streets as they evoke images of war in the padi fields of lands far away. If the countries,
peoples, and terrain of Indochina have any place in these images at all, it is mostly as dim background against which U.S. soldiers fought valiantly
but, in the end, vainly. These images reflect the haunting suspicion that the war’s outcome was determined by what happened in the United States, not in Indochina. Thirty-three years after the war’s end, Googling “’American experience’–Vietnam” retrieved nearly 3.5 million hits; Googling “’Vietnamese experience’–Vietnam” brought 7,560. Similar searches using the terms “Cambodian” and “Lao” produced derisory results.
The present work grows out of my conviction that what happened in Indochina should be the foreground not background of any general history
of the war. The historical momentum of social change and civil conflict in Vietnam, Laos, and Cambodia had its own dynamic, which the United
States could influence but not unilaterally reshape to its own liking. The intention here is not to downplay the U.S. involvement, for the U.S. role
is partly what sets the second war apart from the first one. U.S. politics, diplomacy, and military actions take up a large part of the discussion. Rather,
the intention is to bring the Indochinese and U.S. contexts together in a single brief work. Special attention is paid, moreover, to the viewpoints
and strategies of the ultimate victorious parties, particularly the Vietnamese Communists.
